CMR Convention in practice
The Convention on the Contract for the International Carriage of Goods by Road, known as CMR, has force of law in the UK through the Carriage of Goods by Road Act 1965. It applies to contracts for carrying goods by road for reward between two countries where at least one is a party to the convention.
CMR sets rules on consignment notes, the carrier's liability for loss, damage and delay, limits on that liability, and time limits for claims. Shippers can declare a higher value to increase the limit. Domestic UK haulage is usually governed by the contract's own conditions instead.
