In the UK a one-off house usually comes about in one of three ways: you manage the build yourself, you commission a builder or package company to build to your design, or you buy a serviced plot and have the shell or the whole house built for you. Each route shares out the risk differently between you and the contractor. Describe your plot and plans once, and we pass the request, without your name, to builders who work in your area. One of them can take it on.

Self-build, custom build and turnkey

The law does not really separate self-build from custom build. Government guidance treats both as homes where the first owner has the main say over design and layout, from the person who lays blocks at weekends to the person who hands an architect's drawings to a contractor and moves in when the keys arrive. Buying a house off plan from a developer does not count.

Masonry (block and brick) is still the default in England and Wales. Timber frame is common in Scotland, and factory-made or modular houses go up quickly once the foundations are ready, but they need a lorry and often a crane to reach the plot. A shell-only contract leaves the internal work, services and finishes to you, which saves money only if you have the time and trades lined up to finish it.

Before approaching builders, be clear about who carries the design risk. With a design-and-build contract the builder answers for the design as well as the workmanship; with an architect's design and a separate builder, gaps between drawings and site become arguments about extras.

Plot, planning and the self-build register

Planning permission comes first, and outline permission only establishes the principle. You still need reserved matters or full permission before you build. Planning is devolved, so the rules and forms differ between England, Wales, Scotland and Northern Ireland.

In England, district councils, London boroughs, national park authorities and some others must keep a self-build and custom housebuilding register and have regard to it when planning housing in their area. Joining your council's register does not give you a plot, but it is free to ask and it shows the council there is demand.

Since 6 August 2026 the self-build exemption from biodiversity net gain no longer applies to new planning applications in England. Most single plots are still outside the rules, because sites of 0.2 hectares or below are now exempt, unless priority habitat on the site is affected. Your planning consultant or architect should confirm which applies before you submit.

Two tax points that are easy to lose

Where your council charges the Community Infrastructure Levy, a new house built or commissioned by the person who will live in it can be exempt. The exemption has to be applied for and granted, and a commencement notice received, before any work starts on site. After completion you have 6 months from the date of the compliance certificate to send the remaining forms, and you must own the house and live in it as your main home for at least 3 years. Missing a single deadline can make the full levy payable.

HMRC's DIY housebuilders' scheme lets you reclaim VAT on eligible building materials for a new home you build for yourself. You can make only one claim, and for work finished on or after 5 December 2023 it must reach HMRC within 6 months of completion. Keep every VAT invoice from the first delivery onwards.

Building Regulations, warranty and mortgage

A new house needs Building Regulations approval in England and Wales, and a building warrant in Scotland, before work starts. Building Control inspects at key stages, from foundations to completion, and issues the completion certificate. Without that certificate you will struggle to get a mortgage, to insure the house or to sell it later.

Most mortgage lenders also want a structural warranty, such as one from NHBC or LABC Warranty, or a certificate from a professional consultant who supervises the build. Arrange this before work starts: a warranty provider usually needs to inspect from the foundations, and cannot cover what it has not seen. Self-build mortgages release money in stages, often after each stage has been valued, so your builder's payment schedule has to match the lender's.

What a builder's quote for a new house should show

A quote for a whole house is only comparable with another if the scope is identical. Ask for a priced breakdown, not one figure, and for a list of what is excluded.

  • the drawings and specification revision the price is based on
  • foundation design and what happens if ground conditions differ from the site investigation
  • drainage, service connections and who applies to the water company and network operator
  • provisional sums and prime cost items, and how they are adjusted
  • the programme, payment stages and retention
  • who is principal contractor under the CDM Regulations and who arranges Building Control inspections
  • insurance during the build and the warranty provider

Your request is free. Once your phone number and email address are confirmed, we show a summary to building firms in your area, without your name or contact details. Exactly one business can buy it. It pays Offrano, and from then on no other firm can see the request. Before that builder sees your details, we email you its name, address and phone number, and you can withdraw your consent at any time.

A house is a large contract, and nobody may take the request: if no builder buys it within 21 days, it is withdrawn. You are free to get other quotes and never have to accept one. Offrano checks that the buyer is a registered business, not the quality of its work, so ask for completed houses you can visit and check the warranty provider's registration yourself.

Do I need planning permission to build a house on land I own?

Yes. A new dwelling always needs planning permission, and outline permission alone is not enough to start. Check the council's local plan and any conditions on an existing permission before you commit money to a design. In Scotland, Wales and Northern Ireland the planning systems are separate but the principle is the same.

Is a self-build home exempt from the Community Infrastructure Levy?

Do I need a structural warranty for a self-build?

It is not a legal requirement, but most mortgage lenders ask for a warranty or a professional consultant's certificate, and buyers' solicitors will ask later. It has to be arranged before building starts, because the provider inspects the work as it goes.

What does it mean if the builder offers a shell only?

The builder puts up the structure and makes it weathertight, usually walls, roof, windows and external doors. Plumbing, wiring, plastering, flooring and kitchen are left to you. It lowers the contract price but you take on coordinating the trades and the Building Control sign-off for that work.
