Building Regulations in practice
Building Regulations set minimum standards for building work, supported by Approved Documents that explain how to comply, for example Part L on the conservation of fuel and power and Part P on electrical safety in homes. They apply whether or not planning permission is needed.
Compliance is shown either through Building Control, which checks plans and inspects the work, or through an installer registered with a competent person scheme, who self-certifies certain types of work. Wales has its own regulations, and Scotland uses a separate building standards system with building warrants.
