Sheffield's council expects repairs and replacements in its conservation areas to be in keeping with the building and the area, and some of those areas sit inside the Peak District National Park with a different planning authority altogether. Practical access matters too: on steep, parked-up streets, a skip or delivery lorry may need a suspended parking bay. This page explains what that means for a roofing job. Thirty-eight conservation areas, three planning authorities
Sheffield has 38 conservation areas within the city boundary. Thirty-five are handled by Sheffield City Council, from Broomhill, Nether Edge and Ranmoor to Kelham Island and Neepsend. High and Low Bradfield, Upper Midhope and Langsett are within the Peak District National Park, and most of the Moss Valley conservation area lies in North East Derbyshire. If your house is in one of those, the national park authority or Derbyshire, not Sheffield, is the planning authority to ask.
The council's guidance is that changes to a property through repair, replacement or alteration need to be in keeping with the character of both the building and the area, and that the character often comes from its materials. For a roof, that means matching slate or stone where it exists, and taking advice before switching to a different covering.

Extra controls in some areas
Some Sheffield conservation areas have extra controls. The council notes that houses in Nether Edge and Broomhill may be covered by an Article 4 Direction, under which, for example, solar panels on a roof slope facing a highway need planning permission. Flats, shops and offices have no permitted development rights here at all. If you are planning roof work together with solar panels, rooflights or dormers, check the controls for your street before commissioning drawings. Pre-application advice from a planning officer is what the council recommends.

Skips, scaffold and parking
Sheffield City Council can suspend parking bays for maintenance of an adjacent property where highway access is needed and for skips on the highway. Applications must reach the council at least 14 days in advance, with payment at least nine days before, and fees are charged per five-metre section per day. On steep terraced streets, where a scaffold lorry or skip wagon has nowhere else to stop, it is worth building this into the programme. Ask the contractor who applies.
