Leeds is one of the English cities where the government has mapped potential heat network zones in detail, and its city centre already has a large network, Leeds PIPES. For a homeowner deciding on a heat pump, the useful question is whether that affects them. For most houses it does not; for some flats and new homes it may. This page explains the difference. What the Leeds zoning report found

In February 2025 the Department for Energy Security and Net Zero published a heat network zone opportunity report for Leeds, produced with Leeds City Council. It identified 26 potential heat network zones across the city. The largest, the Leeds City Centre zone, takes in Leeds PIPES and the planned South Bank and Aire Valley networks. Smaller zones were identified in places such as Morley, Farsley and Whinmoor, which the report suggests could be served by large-scale heat pumps.

Leeds PIPES takes heat from the city's recycling and energy recovery facility and supplies more than 3,000 council homes and businesses around the city centre. The report stresses that its maps and figures come from a pilot and are likely to change, so treat them as a direction of travel, not a plan for your street.

Who might be required to connect

Heat network zoning lets a zone co-ordinator require certain buildings to connect within a set time. The government's consultation named three groups: new buildings, big non-domestic buildings and blocks that already share a communal boiler. A Leeds semi or terrace with its own boiler is in none of them.

In practice, if you own a terraced, semi-detached or detached house in Leeds with its own boiler, zoning does not stop you fitting an air source heat pump, and the Boiler Upgrade Scheme applies as anywhere else in England. If you live in a council or housing association block on a communal system, or you are buying a new-build flat in the city centre, ask the landlord or developer about heat network plans before assuming an individual heat pump is possible.

Leeds housing and heat pump design

Leeds has many older terraced houses, including back-to-back terraces with no rear garden or rear wall. For an air source heat pump that raises practical questions: where the outdoor unit can go when there is no back yard, how close it will be to neighbours' windows, and whether a front elevation position is acceptable. In England an outdoor unit on a house is usually permitted development if it meets the size limit and the MCS 020a planning standard, but a unit on a wall facing the road in a conservation area is not.

Solid brick walls lose more heat than cavity walls, so an older terrace often needs larger radiators or some insulation work before a heat pump runs efficiently. A room-by-room heat loss calculation will show where.

    Grant towards replacing fossil fuel heating with a heat pump or biomass boiler in England and Wales: £7,500 for an air or ground source heat pump, £2,500 for an air-to-air heat pump and £5,000 for a biomass boiler. Until March 2027 an extra £1,500 is available for air or ground source heat pumps in homes heated by oil or LPG without mains gas; hybrid systems are not funded.

  • Warm Homes: Local Grant

    Energy performance upgrades and low-carbon heating for low-income households in privately owned homes in England, delivered by councils from April 2025 to March 2028. Eligible homes usually have household income of £36,000 a year or less and an EPC of D to G; measures can include wall, loft and underfloor insulation, air source heat pumps, smart controls and solar panels.

  • 0 % VAT on energy-saving materials (VAT Notice 708/6)

    HM Revenue & Customs

    The installation of energy-saving materials in homes – including insulation, draught stripping, heating controls, solar panels, air, ground and water source heat pumps and batteries – is zero-rated for VAT until 31 March 2027, after which the reduced rate of 5% applies. Windows and glazing are standard-rated.

Will I be forced to connect my house to a heat network in Leeds?

The categories consulted on for required connection are new buildings, large non-domestic buildings and communally heated blocks. An individually heated house is not among them, so you remain free to choose a heat pump.

Is my street in a Leeds heat network zone?

The pilot maps show potential zones, mainly around the city centre and in smaller areas such as Morley, Farsley and Whinmoor. They are provisional. The government is developing an online service to search heat network opportunity areas.

Can a back-to-back terrace have an air source heat pump?

Often, but the position of the outdoor unit is the main challenge because there is no rear wall. An installer will look at front or side positions, noise at neighbours' windows and whether planning permission is needed.

I live in a council flat on Leeds PIPES. Can I get my own heat pump?

Heating in a communally heated block is the landlord's decision. Speak to Leeds City Council as your landlord rather than an installer.
