Solar panels in Bradford: heritage rules, stone roofs and local funding

England's permitted development right for solar panels on houses and blocks of flats was updated on 27 August 2026, with a transitional period to 27 August 2027 during which either the old or new rules can be followed. On a house in a conservation area or World Heritage Site, panels must now not be fitted to a wall, balcony or roof enclosure that fronts a highway. On pitched roofs, panels should project no more than 200 mm from the roof slope.

Panels are not permitted development on a building within the grounds of a listed building. That is the rule most likely to catch Saltaire homeowners.

Saltaire is a World Heritage Site, and Bradford Council manages planning protection for it. Many of the village's houses are listed, so panels need listed building consent before anything goes on the roof, whatever the permitted development rules say. Even where a house is not listed, the council will look closely at the effect on the village's uniform rooflines. Talk to the planning team before paying for a detailed design.

Older Bradford houses often have heavy stone slate roofs, and many have been re-covered in slate or concrete tiles. Fixing panels to stone slates needs care: the slates are thick, irregular and hard to replace, and the brackets must be flashed so rain cannot find its way under them. Ask the installer how it will fix to your particular covering and who will make good any broken slates. A roof near the end of its life should be repaired before panels go on, since they will be there for decades.

Bradford is one of the local authorities awarded funding under the Warm Homes: Local Grant, which can pay for measures including solar panels for low-income households in privately owned homes with an EPC of D to G.
