Glasgow is not the first city people think of for solar, but panels generate usefully across the year in Scotland too, and the planning rules for houses are fairly permissive. The complications are elsewhere: sandstone tenements whose roofs belong to several owners, and conservation areas where the front roof slope is off limits without an application. Houses: usually no application needed
Under Class 6HA of Scotland's General Permitted Development Order, solar panels on a house are permitted development as long as no part protrudes more than 1 metre from the roof or wall surface, the house is not listed or in the curtilage of a listed building, and it is not in a World Heritage Site. Panels on a garage or garden building fall under Class 6HB, where the limit is 500 mm and the building must not be in the front garden.
So for most semis, terraced houses and bungalows in Glasgow's suburbs, the question is not planning but orientation, shading, roof condition and the electrical connection.

Conservation areas: the front slope is excluded
Glasgow has conservation areas across the city, including much of the West End. In a conservation area, Class 6HA does not permit panels on the principal elevation or on a side elevation that fronts a road. Rear slopes, and side slopes away from the road, remain permitted development. If your only south-facing slope is at the front, you will need to apply, and the council will consider how visible the panels are from the street.

Most Glasgow tenements have a shared roof in practice. Ownership depends on the title deeds; where they say nothing, Scots law gives the roof to the top-floor flats, but under the Tenement Management Scheme the roof remains scheme property whose maintenance all owners share. Panels change the roof everyone pays to repair, so they need the other owners' agreement, often through the factor.
There is also the question of who benefits. Panels can supply one flat, the common stair lighting, or several flats through separate systems. Owners who plan it together, ideally alongside roof repairs that are due anyway, avoid scaffolding twice and arguments later.

Money: VAT and Home Energy Scotland
Installing solar panels in a home is zero-rated for VAT at present. Home Energy Scotland's grant and loan support solar PV-T systems, which generate heat as well as electricity, rather than standard PV panels on their own. Check its current conditions before counting on support.

Do I need planning permission for solar panels on my Glasgow house?
Usually not, if the panels protrude no more than 1 metre and the house is not listed. In a conservation area, the front slope and road-facing side slopes need an application.
Can I put panels on the roof of my tenement?
Only with the agreement of the other owners in practice, because roof repairs are shared under the Tenement Management Scheme or the title deeds. Ask your factor how decisions are made in your building.
Is solar worth it in Glasgow's climate?
