Solar panels in Sheffield: which streets need permission

Sheffield City Council's conservation area guidance says that in most cases solar panels on houses in a conservation area can be permitted development if they meet the national criteria. The exception it names is Nether Edge and Broomhill: houses there may be covered by an Article 4 Direction, and planning permission is then required to install panels on the roof slope fronting a highway.

Both areas have large Victorian villas and semis whose main roof slopes often face the street, so this matters for orientation. Rear slopes and garden buildings remain the usual permitted development route. The council recommends pre-application advice if you are unsure.

The council's guidance also notes that in its conservation areas, flats, shops and offices do not have permitted development rights for panels, so every installation on them needs planning permission. Elsewhere, England's permitted development right for solar was updated on 27 August 2026, with a transitional period until 27 August 2027 in which either version of the rules can be followed.

For houses outside those two areas, the national limits apply: panels on a pitched roof must stay close to the slope, flat-roof arrays have a height cap and, on protected land, need the council's prior approval. A property within the grounds of a listed building has no permitted development rights for panels at all. Because England amended these rules in late summer, with a transition year during which either version may be used, ask your installer which version its design follows.

High and Low Bradfield, Upper Midhope and Langsett are conservation areas within Sheffield's boundary but inside the Peak District National Park, which is the planning authority there. Most of the Moss Valley conservation area lies in North East Derbyshire. Solar rules in national parks are stricter than in the city, so owners in those villages should check with the park authority before commissioning a design.

Sheffield City Council has its own allocation of the Warm Homes: Local Grant, which can fund measures including solar panels for low-income households in privately owned homes with an EPC of D to G. Contact the council to see whether you qualify. Separately, installing solar panels in a home is currently zero-rated for VAT.
